Wakatere Boating Club. 2006 - 2007 Season

Organising Authority: The organising authority is the Wakatere Boating Club.

 

Sailing Instructions

1.0 Rules 1.1 The regatta will be governed by

(a) The Racing Rules of Sailing as revised up to the time of the event, except as changed by these Sailing Instructions;

(b) The prescriptions of Yachting New Zealand (YNZ);

(c) The Notice of Race, except as changed by these Sailing Instructions;

(d) These Sailing Instructions, including changes made in compliance with instructions 2 and 3.

(e) The YNZ Safety Regulations Part 1. 1.2 Special Rules A boat shall not discharge trash in the water. Trash may be deposited on support and race boats.

2.0 Notices to Competitors Notices to competitors will be posted on the official notice board located at the clubhouse.

3.0 Changes in Sailing Instructions Any change to the Sailing Instructions will be posted before 12:30 hours on the day it will take effect.

4.0 Signals Made Ashore

4.1 Signals made ashore will be displayed at the clubhouse.

4.2 When flag AP is displayed ashore, '1 minute' is replaced with 'not less than 20 minutes' in Race Signals, AP.

5.0 Format

6.0 Schedule of Races

6.1 Racing is scheduled as described in the Wakatere Boating Club sailing calendar:

6.2 Up to 4 races may be sailed each day.

6.3 If more races are sailed than specified on the club calendar then the races run first will be the races counted for seasons points.

6.4 The warning signal for a subsequent race on the same day will be made as soon as practicable.

7.0 Class Flag

The Optimist Class flag will be an Optimist emblem on a white flag.

The Starling class flag will be a Starling emblem on a white flag.

The Frostbite Class flag will be a Frostbite emblem on a white rectangle.

The Sunburst Class flag will be a Sunburst emblem on a white rectangle.

The 3.7 Class flag iwill be a 3.7 emblem on a white rectangle.

The Laser Class flag will be a Laser emblem on a white rectangle.

The 420 Class flag will be a 420 emblem on a white rectangle.

The OK Class flag will be an OK emblem on a white rectangle.

8.0 Racing Areas The races will be sailed off Narrow Neck Beach.

9.0 The Courses

9.1 The courses will be displayed or made available at the briefing to be held prior to the start of racing.

10.0 Marks

10.1 The marks of the course will be described in the club course sheet.

10.2 The starting and finishing marks will be as set out on the club course sheet.

10.3 A race committee boat signalling a change in course is a mark as provided in instruction 12.3.

11.0 The Start

11.1 Races will be started by using the following signals. Times will be taken from the visual signals; the absence of a sound signal shall be disregarded.

The class flag (Preparatory) for the class to start next will be raised at the starting signal.

 

11.2 The starting order of the classes may vary.

11.3 After a general recall, the warning signal for a restart will be made one minute after the First Substitute is lowered. This changes rule 29.3 and Race Signals, First Substitute.

11.4 The starting line will be between a staff on a race committee boat at the starboard end and the port-end starting mark.

11.5 A boat starting later than three minutes after her starting signal will be scored Did Not Start. This changes rule A2.2. 1

2.0 Change of the Position of the Next Mark

12.1 To change the position of the next mark, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. The change will be signalled before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated without further signalling to maintain the course configuration. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

12.2 Rule 33 is changed so that, instead of displaying a compass bearing, the race committee will display a green flag if the direction is changed to starboard or a red flag if the direction is changed to port.

12.3 Boats shall pass between the race committee boat signalling the change of course and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1.

13.0 The Finish

13.1 The finishing line will be between a staff on the designated finish boat at the starboard end and the port-end finishing mark.

14.0 Penalty System

14.1 A boat that has taken a penalty or retired under rule 31.2, or under rule 44.1 for breaking a rule of Part 2, shall complete an acknowledgement form at the race office before the protest time limit.

15.0 Time Limits

15.1 The Time limit for the first boat to finish is 90 minutes

15.2 Boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35 and A2.2.

16.0 Protests and Requests for Redress

16.1 Boats intending to protest shall inform the race committee on the finishing boat immediately after finishing

16.2 Protest forms are available at the race office. Protests and requests for redress shall be delivered there before the protest time limit.

16.3 The protest time limit is 90 minutes after the last boat has finished the last race of the day. The same protest time limit applies to all protests by the race committee or protest committee and to requests for redress (changes of rules 61.3 and 62.2).] Protest time limits will be posted.

16.4 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the clubhouse.

16.5 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b).

16.6 For the purpose of rule 64.3(b) the authority is the measurer appointed by the organising authority.

16.7 Breaches of instructions 1.2, 11.4, 14.1, 18, 19.1, 19.2, 22, and 23 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches will be at the discretion of the protest committee.

16.8 On the last day of the regatta a request for reopening a hearing shall be delivered: (a) within the protest time limit when the party requesting reopening was informed of the decision on the previous day; (b) no later than 30 minutes after the party reopening was informed of the decision on that day.

17.0 Scoring

17.1 The scoring system is explained in appendix A.

18.0 Safety Regulations

18.1 Competitors shall check in by hanging a tag with their sail number on on the sign on board at Race headquarters before leaving and check-out upon returning to the beach by removing their tag from the board, or at the Patrol boat if launching from another venue Failure to check in or out can result in loss of points or disqualification from all racing held on that day.

18.2 A boat that retires from a race shall notify the race committee as soon as possible.

19.0 Prizes Prizes will be awarded as stated in the sailing calendar .

20.0 Disclaimer Competitors participate in the regatta entirely at their own risk. Attention is drawn to rule 4, Decision to Race. The organising authority will not accept any liability for personal or material damage, injury or death sustained in conjunction with or prior to, during or after the regatta.

Appendix A, Scoring System

DNS, DNF, OCS, DSQ - points for number of entries in days racing plus 1

DNC - points for number of entries in days racing plus 5

Junior crews who sail in senior boats for day - points for DNF in their class. Maximum number of races/days they can do this is 3 points days (6 races) per season. Declaration form - signed by skipper or PRO to go with days results, onus on junior sailor to do this.

PRO or Rescue boat duty - points for 2nd place (maximum 2 days per season )

Auckland, North Island, National Champs - no points for relevant classes if these regattas coincide with a points day.

Number of races per day Maximum of 3 points race per day - if more than 3 races are sailed points shall only be allocated for the first 3 races.

 

Club Championships

1 discard after the completion of 5 races. A minimum of 3 races are required to constitute a series.

Green Fleet Pre-Xmas & Post-Xmas Points:

8 races - 2 discards

12 races - 3 discards

16 races - 4 discards

20 races - 5 discards

24 races - 6 discards

Certain outside regattas will be nominated for Green Fleet Points. These may be scored as double points based on position amongst Wakatere sailors in the final standings.
